On the afternoon of 6 October 2022, H.E. EAT Sophea, Secretary of State and ASEAN SOM Leader of Cambodia, chaired the ASEAN Plus Three Preparatory Senior Officials' Meeting (APT Prep-SOM), to further review the progress of the implementation of the ASEAN Plus Three Cooperation Work Plan 2018-2022 and the preparation of the 25th APT Summit to be held on 12 November 2022. The meeting further deliberate the initiatives and proposed outcome documents for the 25th ASEAN Plus Three Summit.  

On 6 October 2022, Her Excellency EAT Sophea, Secretary of State, led the 9th Meeting of the ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE). The meeting further discussed and exchanged views between ASEAN Member States on the ASEAN Key Initiatives on COVID-19 Response follows as: 1. COVID-19 ASEAN Response Fund; 2. ASEAN Comprehensive Recovery Framework (ACRF); 3. ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED); 4. ASEAN Regional Reserve of Medical Supplies for Public Health Emergencies (RRMS); and 5. ASEAN Plus Three Reserve of Medical Supplies for Public Health Emergencies (APT RMS).

In the morning of 6 October 2022, Her Excellency EAT Sophea, Secretary of State of Ministry of Foreign Affairs and International Cooperation and ASEAN SOM Leader of Cambodia, chaired the 13th Meeting of the ASEAN Coordinating Council Working Group (ACCWG) on Timor-Leste’s Application for ASEAN Membership. The Meeting noted the updates on the FFMs of the AEC and ASCC and exchanged views on the way forward for the Timor-Leste’s Application. The Meeting also endorsed the Matrice of ASEAN Non-Policy Making Activities for Timor-Leste’s Participation for Capacity Building Purposes under the 3 ASEAN Community Pillars.

On the evening of 5 October 2022, H.E. EAT Sophea, Secretary of State and ASEAN SOM Leader of Cambodia, hosted a Welcome Dinner for the delegates attending the ASEAN Senior Officials’ Meeting and Related Meetings.

On the afternoon of 5 October 2022, Her Excellency EAT Sophea, Secretary of State of Ministry of Foreign Affairs and International Cooperation and ASEAN SOM Leader of Cambodia, chaired the Joint Consultative Meeting (JCM) to discuss various issues, including the update on ASEAN priorities and the progress of deliverables in 2022, ASEAN Connectivity, and Cross-Sectoral and Cross-Pillar Coordination.  The Meeting also deliberated on ASEAN SHIELD Initiative, the Initiative for ASEAN Integration (IAI), and Implementation of the Consolidated Strategy on the Fourth Industrial Revolution, among others.

On the morning of 5 October 2022, Her Excellency EAT Sophea, Secretary of State of Ministry of Foreign Affairs and International Cooperation and ASEAN SOM Leader of Cambodia, chaired the ASEAN Senior Officials’ Meeting (SOM). The meeting deliberated on the preparation for the upcoming 40th and 41st ASEAN Summits and Related Summits, which will be held on 10-13 November 2022 in Phnom Penh, Cambodia.

On 4 October 2022, H.E. Yeap Samnang, Ambassador/Permanent Representative of Cambodia to ASEAN, Chair of ASEAN Connectivity Coordinating Committee (ACCC), chaired the ACCC Consultations with Dialogue Partners and Other External Partners on Connectivity. The Consultations noted Developments in Master Plan on ASEAN Connectivity (MPAC) 2025 including the key challenges of implementation of the MPAC 2025 and Recommendations. The Consultation also exchanged view on the Cooperation on Connectivity with Dialogue Partners and Other External Partners.

On 2 October 2022, H.E. Yeap Samnang, Ambassador/Permanent Representative of Cambodia to ASEAN, Chair of ASEAN Connectivity Coordinating Committee (ACCC), chaired the 5th Master Plan on ASEAN Connectivity (MPAC) 2025 Monitoring, Review, and Evaluation (MRE) Meeting. The Meeting noted the 2022 ACCC Deliverables and 3-year work plan for MPAC 2025 Initiatives (2022-2024) and the Fourth MPAC 2025 Progress Review Report. The Meeting also exchanged view on lessons learnt from MPAC 2025 implementation and suggestion for future undertakings.

On 1 - 3 October 2022, the Ministry of Foreign Affairs and International Cooperation of Cambodia hosted the 37th Meeting of the ASEAN-China Joint Working Group on the Implementation of the Declaration of the Conduct of Parties in the South China Sea (JWG-DOC) in Phnom Penh, Cambodia, under the co-chairmanship of the Republic of the Union of Myanmar and the People’s Republic of China to continue consultations on the Code of Conduct in the South China Sea (COC). It is noticeable that to contribute to the acceleration of the COC negotiation process, Cambodia has hosted physical meetings two times in a row, once in Siem Reap and this time in Phnom Penh.

On the afternoon of 1 October 2022, H.E. Yeap Samnang, Ambassador/Permanent Representative of Cambodia to ASEAN, Chair of ASEAN Connectivity Coordinating Committee (ACCC), chaired the 3/2022 ASEAN Connectivity Coordinating Committee (ACCC). The Meeting discussed the status of MPAC 2025 initiatives and projects, the updates and development on the MPAC 2025, and the follow-ups to the Mid-Term Review (MTR) of MPAC 2025.

On the morning of 1 October 2022, H.E. Yeap Samnang, Ambassador/Permanent Representative of Cambodia to ASEAN, Chair of ASEAN Connectivity Coordinating Committee (ACCC), co-chaired the Interface between ACCC and Lead Implementing Body for the Master Plan on ASEAN Connectivity (MPAC) 2025 Strategic Area on Sustainable Infrastructure (LIB-SI). The Interface discussed challenges related to the implementation of the MPAC 2025 Strategic Area of Sustainable Infrastructure, and also exchanged views on the potential sustainable infrastructure agenda beyond 2025.
